Safford at a glance
FCI Safford is a low-security federal prison for men in southeastern Arizona. It has no separate camp. The visitor's handbook (2012) says it is about 7 miles south of downtown Safford on Highway 191, about 120 miles east of Tucson and 180 miles southeast of Phoenix.
- How many people
- 644 in the FCI (BOP, October 29, 2026).
- Medical care level 1

- Mental health care level 1
- No regular mental health care. People with a major mental illness, or who take antipsychotic medication, are not ordinarily classified at this level. The mental health list gives Safford "Low" security and level 1. The BOP does not post care levels on its website. This list is dated February 13, 2024 and came out through a public records request. | General population | Saturday, Sunday and designated federal holidays | 8:00 a.m. to 3:00 p.m. |
| Special Housing Unit (SHU) | Fridays only, non-contact, by appointment. Up to 2 visitors for 2 hours. Not on federal holidays. | Holdover inmates | Thursday evenings, arranged in advance, only 2 immediate family members at a time | 5:00 p.m. to 8:30 p.m. |
Visitors must be in the lobby no earlier than 8:00 a.m. and no later than 2:00 p.m. Visitors are not processed from 9:30 a.m. until the 10:00 a.m. count clears, and inmates are not called to the visiting room until it clears.
No visiting Monday through Friday (except federal holidays). SHU visits are Fridays only. Holdover visits are Thursday evenings. Click here to read the source: SAF 5267.09A, Visiting Regulations, Institution Supplement (January 18, 2022) ↗
The BOP's own papers disagree. The Safford visiting rules (SAF 5267.09A, January 18, 2022) and the inmate handbook (August 2022) say visitors may bring up to $25.00 in change for the vending machines. The older visitor's handbook (October 2012) says $20. The visitor's handbook also says visitors may not be on the property before 7:50 a.m.; the rules say no earlier than 8:00 a.m. in the lobby. Go by the newer papers and call 928-428-6600 if you are not sure.
The rules at the door: ID, points, what you can bring
- How many visits
- The rules say that because Safford has visiting only two days a week plus federal holidays, the number of visits is not limited but depends on space. No point system is mentioned. Click here to read the source: SAF 5267.09A, Visiting Regulations, Institution Supplement (January 18, 2022) ↗
- How many people
- Ordinarily 4 visitors sitting in the visiting area at one time, children included (an infant held by an adult does not count). More visitors need approval on an Inmate Request to Staff form. The handbook adds that a child 2 or older who needs a seat counts as an adult. Click here to read the source: SAF 5267.09A, Visiting Regulations, Institution Supplement (January 18, 2022) ↗
- Children
- Children under 16 must come with a parent or legal guardian who is on the approved list. Children 16 and 17 must be on the list too, and come with a parent or guardian on the list. Children are never left unsupervised. An unruly child gets one warning; after that the visit may end. Click here to read the source: SAF 5267.09A, Visiting Regulations, Institution Supplement (January 18, 2022) ↗
- ID
- Everyone 16 or older needs a valid state or government photo ID: driver's license, passport or other government photo ID. Altered, forged or expired ID is not accepted, and neither is a birth certificate. Visitors 16 and older sign the sign-in and sign-out log. Click here to read the source: SAF 5267.09A, Visiting Regulations, Institution Supplement (January 18, 2022) ↗
- Screening
- Everyone must clear the walk-through metal detector, and a hand-held one if needed. Anyone who fails both is turned away, but may try again that day if they get to the lobby by 2:00 p.m. A visitor with a metal plate, pins or a pacemaker brings a signed letter on letterhead from a licensed physician. Belongings go through the x-ray. Visitors are tested at random for drugs (ion scanner). A hand stamp is checked with a black light when leaving. Click here to read the source: SAF 5267.09A, Visiting Regulations, Institution Supplement (January 18, 2022) ↗
- Money for vending machines
- No more than $25.00 in change (quarters, dimes and nickels) per family. No paper money. No money, checks or money orders are accepted from a visitor for an inmate account. Click here to read the source: SAF 5267.09A, Visiting Regulations, Institution Supplement (January 18, 2022) ↗
- What you can carry
- One wallet or one see-through change purse no bigger than 8 by 8 by 2 inches. Baby items: 4 diapers, 2 unopened plastic jars of baby food, 1 clear empty bottle or sippy cup, 3 individually packaged formulas, 1 baby blanket. Two sanitary napkins or tampons. Nitroglycerin pills, insulin and prescribed inhalers go on the visiting room officer's desk during the visit. Everything else stays in the car. Keys hang on the key board in the lobby and you get a numbered chit. Click here to read the source: SAF 5267.09A, Visiting Regulations, Institution Supplement (January 18, 2022) ↗
- Not allowed in
- Food (except sealed baby food and formula), drinks, large purses, diaper bags, travel bags, photos, anything written (newspapers, books, magazines), games and playing cards, cameras, radios, DVD players, iPads, cell phones, toys, tobacco, watches. - Nothing too revealing: no sun dresses, leotards, miniskirts, backless tops, any sleeveless garment, crop tops, low necklines, sheer or see-through fabric, or spandex. No sweat suits, athletic wear, bib overalls, hoods, gloves, open-toed shoes or sandals. Shorts, skirts and dresses no more than 3 inches above the knee (children too), with no high splits. No khaki, camouflage, solid orange or solid green, grey sweatpants or medical scrubs. No gang insignia. No headwear except religious. No watches, no jewelry but one wedding band, one pair of studded earrings and one religious necklace. No hair pins or bobby pins (an elastic band is fine). Staff may let you come back once you are dressed properly. Click here to read the source: SAF 5267.09A, Visiting Regulations, Institution Supplement (January 18, 2022) ↗
- Touching
- A brief embrace and kiss on arrival and again at the end. No other contact, except an infant sitting on the inmate's lap. Staff assign the seats and the inmate sits across from the visitors. Click here to read the source: SAF 5267.09A, Visiting Regulations, Institution Supplement (January 18, 2022) ↗
- What they wear
- Clean khaki pants and a khaki shirt tucked in, and institution-issued shoes. SHU inmates wear the orange jumpsuit. They take nothing in except legal papers approved by the unit team (the handbook allows a religious medal, eyeglasses, a wedding band and their ID card). Click here to read the source: SAF 5267.09A, Visiting Regulations, Institution Supplement (January 18, 2022) ↗
- When it gets crowded
- Visits may be ended. Inmates approved for extra visitors go first, then the first visitors processed in after they have visited for 3 hours. Visitors who rarely get to visit, or who traveled a long way, are considered last. Click here to read the source: SAF 5267.09A, Visiting Regulations, Institution Supplement (January 18, 2022) ↗
How to get on the visiting list
- During orientation they fill out a visiting list for their Correctional Counselor. They are encouraged not to schedule visits in their first 4 days, so staff can finish the lists.
- They send a visitor form letter, the Visitor Information Form (BP-629, as the rules print it), to each person. The visitor fills in every question and returns it, and the counselor checks and verifies the names.
- Everyone, even confirmed immediate family, gets a background check and must be approved first. Immediate family is mother, father, step-parents, foster parents, brothers, sisters, wife, common law wife and children.
- A prior relationship is ordinarily required. Exceptions, mainly for inmates with no other visitors, go to the Warden.
- The inmate handbook says a total of 6 other relatives, friends and associates may be on the list, besides immediate family.
- A disapproved visitor is not explained to them, for privacy reasons. They can change the list every 30 days with an Inmate Request to their counselor, and usually get an answer in 4 working days.
- They tell you if you were approved. Do not drive until you are approved.

How to send money to an inmate here
Money never goes to Safford. It goes to the BOP, and the BOP puts it on their account. There are 3 ways. Each one below shows you the actual form and exactly what to write in each box, already filled in with their name and number.
First, they must sign the power-of-attorney form (BP-A0407) when they arrive. Until they do, MoneyGram and Western Union money cannot post. Click here to read the source: Program Statement 4500.13, Trust Fund/Deposit Fund Manual (May 7, 2026) ↗
1. Postal money order Our pick
"Postal" means the U.S. Post Office. A postal money order is one you buy at the counter of a U.S. Post Office, from the United States Postal Service. Money orders sold at Walmart, a grocery store, a bank, Western Union, MoneyGram or a check-cashing store are not postal money orders.
Why it matters: a postal money order has no hold. Once the BOP's lockbox in Des Moines gets it, it goes on their account. Every other money order and every personal or company check is put on a 15-day hold first, and the 15 days only start when the lockbox receives the envelope. Add the days it spends in the mail, and it can be close to three weeks before they can spend it.Click here to read the source: BOP, Sending money by U.S. mail ↗ Click here to read the source: FCI Safford Inmate Information Handbook (August 2022) ↗ Foreign money orders and checks are held 45 days. The postal money order is also the cheapest way.
The Post Office's own steps
- Decide the amount. Up to $1,000 in one money order.
- Go to any Post Office.
- Bring cash or a debit card. The Post Office does not take credit cards for money orders.

- Pay the amount plus the fee: $2.65 for up to $500, $3.75 for $500.01 to $1,000.
- Keep your receipt. You need it to track the money order or replace it if it is lost.Click here to read the source: U.S. Postal Service, Money Orders ↗

- Lost or stolen: take the receipt to any post office and ask for a Money Order Inquiry. It costs $23 and can take up to 60 days.
2. MoneyGram
Posts in about 2 to 4 hours if sent 7 a.m. to 9 p.m. Eastern, any day. Up to $300 per payment. In a store, you fill out the blue ExpressPayment form. This is the BOP's own filled-in sample:

- Go to moneygram.com (Pay Bills) or the MoneyGram app and log in or sign up.
- Search the biller 7932 or "Federal Bureau of Prisons."

3. Western Union
Posts in about 2 to 4 hours. In a store, ask for the Quick Collect form ("To Send Money Form for Bill Payments"). Do not ask for a regular money transfer. This is a real Quick Collect form filled in with the BOP's values:
- Dollar Amountyour amount
- Pay toFederal Bureau of Prisons
- Code CityFBOP, DC
- AttentionJOHN ANTHONY SMITH-JONES
- Account # with Company (in the SENDER section: this is where people get lost)12345678SMITHJONES

Unconfirmed: some stores have the blue Quick Collect form, some a "Pay a Bill" section, and some a phone to an agent.
Doing it online (Send2Corrections), screen by screen
You need a photo ID to set up the account: your name must match your ID exactly.
- Go to send2corrections.com or the Send2Corrections app. Log in or register.
- "Who are you sending to?" Choose the facility Federal Bureau of Prisons (FBOP DC).
- Receiver first name, middle name (optional), last name: exactly as the BOP has it.
- Commissary number: type only the 8 digits,
12345678. No dash, no name. The site adds the last name itself and shows the full account number in a grey box you cannot type in. - Ignore the pop-up that says "BOP number will not work." That text shows for every prison. The register number is what works.
- Amount: $1 to $300. Pay by card, or choose "Pay Cash (in-store)" and pay at a Western Union counter within 12 hours, or it cancels.
Hyphenated last name? The site drops the hyphen: Smith-Jones becomes 12345678SMITHJONES.
Money sent to the wrong person is not returned by Western Union. Western Union payments cannot be changed after they are sent.
Commissary list: what they can buy and what it costs
The Safford handbook (August 2022) says the monthly spending limit is $360, with special limits on some items. National BOP policy (PS 4500.13, May 7, 2026) is now $460 a month, plus $50 more in November and December. The handbook has not caught up, so ask what limit is in force now. How shopping works at Safford
- Commissary sales are <strong>Monday through Thursday</strong>. The shopping rotation and times are on the inmate bulletin boards.
- They must check their order before leaving the window. They use a fingerprint reader unless exempt. After they sign the receipt and leave, <strong>all sales are final</strong>.
- Items are sold as-is, with no warranty. Sodas in 12-packs are emptied before leaving the commissary window.
- The commissary list (February 2025) is laid out in a way we could not read into reliable prices, so it is not shown here.
(K) kosher, (H) halal. A number like "max 3" is the most they can buy at once.

In the 12 months before the audit, Safford recorded 1 sexual-abuse allegation (against another inmate) and 1 sexual-harassment allegation (against another inmate). Click here to read the source: PREA audit report, FCI Safford (onsite June 2 to 4, 2026) ↗
