Memphis at a glance
Memphis is a low-security prison (FCI). The BOP's own papers also talk about a Satellite Prison Camp (SPC) in Millington, Tennessee, 6696 Navy Road. The BOP's population feed lists only the FCI today, so call to confirm the camp is still open.

- Medical care level 2
- Stable outpatients who need to see a clinician anywhere from monthly to every 6 months. Examples the BOP gives: diabetes controlled with medication, epilepsy, emphysema. The last visitors are processed at 2:30 p.m. Visits end at 3:00 p.m. Processing also stops during the count, and no one goes in or out of the visiting room until the count is clear. Do not arrive more than 15 minutes before visiting starts.
The rules list no regular visiting on other weekdays, except federal holidays. The BOP says a cancellation can be posted on bop.gov only 24 hours ahead or less, so check bop.gov and call before you go. Click here to read the source: MEM 5267.09P, Visiting Regulations (June 17, 2026) ↗
The BOP's own papers disagree. The June 17, 2026 visiting rules do not agree with themselves. The main text lists Saturday, Sunday and federal holidays. A later page says visits are also held on Monday (except the 3rd Monday, which is SHU day). The same rules say 5 visitors in total including children, while a later page says 5 adults with no limit on children under 16. The 2012 handbook says 30 visiting points a month, but the June 17, 2026 rules say 7. Go by the 2026 rules and call 901-372-2269 before you drive.
The rules at the door: ID, points, what you can bring
- How many visits
- At the FCI each inmate gets 7 visiting points a month. A Saturday or Sunday visit costs 3 points. Federal holidays, attorney, professional, legal and PVS visits cost 0 points. Points do not carry over. A Unit Manager can approve more points. Camp visits are not on the point system. Click here to read the source: MEM 5267.09P, Visiting Regulations (June 17, 2026) ↗
- Trips to the visiting room
- FCI inmates get one trip to the visiting room a day. Camp inmates can go more than once. Click here to read the source: MEM 5267.09P, Visiting Regulations (June 17, 2026) ↗
- How many people
- No more than 5 visitors at a time, children included, unless the prison approves more ahead of time. See the note above: a later page of the rules says 5 adults. Click here to read the source: MEM 5267.09P, Visiting Regulations (June 17, 2026) ↗
- ID and forms
- Everyone needs a valid state or government-issued photo ID. Each visitor signs BP Form 224 (Notification to Visitor) in front of staff. Children under 16 must come with a parent or legal guardian who is on the approved list. Click here to read the source: MEM 5267.09P, Visiting Regulations (June 17, 2026) ↗
- Screening
- Everyone walks through the metal detector. You get 3 tries before staff use a hand-held detector. All bags and items are X-rayed. Random pat searches happen. Refuse the search or the form and you are turned away. Click here to read the source: MEM 5267.09P, Visiting Regulations (June 17, 2026) ↗
- Money for vending machines
- Up to $20.00 in coins only, in a small see-through coin purse. No bills. Food must come out of its wrapper and go on a paper plate, and the wrapper goes in the trash before you sit. Click here to read the source: MEM 5267.09P, Visiting Regulations (June 17, 2026) ↗

- When it gets crowded
- Staff first ask visitors who live less than 100 miles away to volunteer to leave. If that is not enough, the first 5 groups on the list are told their visit may end. Room size, weather, how often you visit and how far you traveled all count. The FCI visiting room seats 111 and the camp room seats 250. Click here to read the source: MEM 5267.09P, Visiting Regulations (June 17, 2026) ↗
- New arrivals
- In the first seven working days, a newly committed inmate gets no social visits until the check on proposed visitors is done. With no approved list, only immediate family named in the pre-sentence report can visit during the first 72 hours. Click here to read the source: MEM 5267.09P, Visiting Regulations (June 17, 2026) ↗
How to get on the visiting list
- At intake, your loved one gives staff a list of people they want to visit. The Unit Team checks it and normally has the first list ready within seven days.
- The list holds up to 25 visitors. Immediate family (parents, step-parents, foster parents, brothers, sisters, spouse, children, stepchildren) is normally approved. Friends are generally limited to ten.
- Other relatives and friends need a completed BP-629 (Visitor Information) form and a background (NCIC) check. They should have known your loved one before prison.
- Do not drive until your loved one tells you that you are approved. It is their job to tell you.
- To change the list, they send an Inmate Request to Staff Member form to their Unit Team. The rules say there is no limit on how many times they can change it.
- Someone with a prior criminal conviction can be added only with the Warden's approval.
- Transferred from another prison? Their old list is recognized only if the file shows the paperwork for a low-security prison.

How to send money to an inmate here
Money never goes to Memphis. It goes to the BOP, and the BOP puts it on their account. There are 3 ways. Each one below shows you the actual form and exactly what to write in each box, already filled in with their name and number.
First, they must sign the power-of-attorney form (BP-A0407) when they arrive. Until they do, MoneyGram and Western Union money cannot post. Click here to read the source: Program Statement 4500.13, Trust Fund/Deposit Fund Manual (May 7, 2026) ↗
1. Postal money order Our pick
"Postal" means the U.S. Post Office. A postal money order is one you buy at the counter of a U.S. Post Office, from the United States Postal Service. Money orders sold at Walmart, a grocery store, a bank, Western Union, MoneyGram or a check-cashing store are not postal money orders.
Why it matters: a postal money order has no hold. Once the BOP's lockbox in Des Moines gets it, it goes on their account. Every other money order and every personal or company check is put on a 15-day hold first, and the 15 days only start when the lockbox receives the envelope. Add the days it spends in the mail, and it can be close to three weeks before they can spend it.Click here to read the source: BOP, Sending money by U.S. mail ↗ Click here to read the source: FCI Memphis / SPC Millington Admission and Orientation Handbook (revised April 27, 2012) ↗ Foreign money orders and checks are held 45 days. The postal money order is also the cheapest way.
The Post Office's own steps
- Decide the amount. Up to $1,000 in one money order.
- Go to any Post Office.
- Bring cash or a debit card. The Post Office does not take credit cards for money orders.

2. MoneyGram
Posts in about 2 to 4 hours if sent 7 a.m. to 9 p.m. Eastern, any day. Up to $300 per payment. In a store, you fill out the blue ExpressPayment form. This is the BOP's own filled-in sample:

Unconfirmed: some stores have the blue Quick Collect form, some a "Pay a Bill" section, and some a phone to an agent.
Doing it online (Send2Corrections), screen by screen
You need a photo ID to set up the account: your name must match your ID exactly.
- Go to send2corrections.com or the Send2Corrections app. Log in or register.
- "Who are you sending to?" Choose the facility Federal Bureau of Prisons (FBOP DC).
- Receiver first name, middle name (optional), last name: exactly as the BOP has it.
- Commissary number: type only the 8 digits,
12345678. No dash, no name. The site adds the last name itself and shows the full account number in a grey box you cannot type in. - Ignore the pop-up that says "BOP number will not work." That text shows for every prison. The register number is what works.
- Amount: $1 to $300. Pay by card, or choose "Pay Cash (in-store)" and pay at a Western Union counter within 12 hours, or it cancels.
Hyphenated last name? The site drops the hyphen: Smith-Jones becomes 12345678SMITHJONES.
Money sent to the wrong person is not returned by Western Union. Western Union payments cannot be changed after they are sent.
Commissary: what they can spend
The 2012 handbook says the monthly spending limit is $320.00 and they shop once a week. National BOP policy (PS 4500.13, May 7, 2026) is $460 a month, plus $50 more in November and December. Call to find out which limit Memphis uses now. Stamps, copy cards and over-the-counter medicine do not count toward the limit. How shopping works at Memphis
- The FCI commissary is ordinarily open Monday to Thursday, and the camp commissary on Tuesday and Wednesday. (Handbook, 2012.)
- Each inmate shops once a week on the schedule posted for their unit, unless a discipline sanction took the privilege away.
- Their spending limit is renewed once a month. The date depends on the fifth digit of their register number.
- All sales are final. No refunds and no exchanges. (Commissary list, February 2025.)
